T2L and T2LF are proof-of-status documents, not guarantees. T2L confirms that goods have Union status when the customs route might otherwise call it into question — for example, goods returning to the EU after storage in a non-Union warehouse. T2LF is the same concept for EU special fiscal territories. We issue both where eligible, align them with commercial documents, and combine with T1 or T2 for multi-leg routes.
